Add simple README and LICENSE files in the root directory

A simple README.rst file has been re-added because it is a standard
part of a source distribution and displayed on PyPI and GitHub?.
Also, added a LICENSE file as a copy of the copyright notice in the docs.

4PyGreSQL is a Python module that interfaces to a PostgreSQL database.
5It embeds the PostgreSQL query library to allow easy use of the powerful

8PyGreSQL is developed and tested on a NetBSD system, but it should also
9run on most other platforms where PostgreSQL and Python is running.
10It is based on the PyGres95 code written by Pascal Andre.
11D'Arcy (darcy@druid.net) renamed it to PyGreSQL starting with version 2.0
12and serves as the "BDFL" of PyGreSQL.
